If it was possible for the electrolysis of water to contribute ANY net power to the overall system, it would therefore be possible to make an engine that runs solely off water.

But in reality, it takes MORE ENERGY to electrolyze water than the resultant hydrogen and oxygen can contribute to the system.

In other words, for every molecule of water that you electrolyze, you are losing a slight amount of energy on the process. You are not gaining any energy by electrolyzing water. It doesn't matter if water is a contributing fuel, or if it's the sole fuel. Water is not a fuel, period.
